Bug Bite or Razor Leaf + Leaf Blade and X-Scissor

But Bite features average damage output and energy generation, and provides STAB Bug-type coverage. Razor Leaf sports the best fast move damage output, backed by STAB, but as a trade-off is notable for having the worst energy generation in the game. 

Leaf Blade is one of the most efficient charge moves in the game, offering incredible damage output for the lowest amount of energy possible. X-Scissor falls behind considerable in terms of damage, but also ties for the least amount of energy needed, and provides different coverage. Silver Wind is a very poor move, despite STAB. Leaf Storm is inferior to Leaf Blade.

As a Grass-type, Leavanny sports high damage output with decently fast access to its charge moves. A high ATK stat limits its bulk in CP capped leagues, which makes this Pokemon rather fragile. While Bug-typing doesn't necessarily synergize well to cover Grass-typing weaknesses, resistance to common Fighting-type damage could prove useful. Razor Leaf movesets more comfortably ensures victories against popular Water Pokemon, and is more effective when both shields are used, while Bug Bite movesets are more effective against opposing Grass Pokemon. 

Ultra League: 2 / 5

Leavanny's Bug and Grass coverage are mostly niches in this league, and while they can be useful against certain meta picks, they can also just as easily be useless against other meta Pokemon. Bug Bite movesets are good against Grass, Psychic, and Dark Pokemon, while Razor Leaf is mostly to threaten Water Pokemon. On the contrary, Dragons, Flying-types, Fairies, Fire, and Steel delete Leavanny out of existence.
