PvP Moveset Explanation
Wing Attack + Liquidation and Close Combat

Though it lacks STAB, Wing Attack is preferred over Water Gun for its coverage and high energy generation, and it helps set Quaquaval apart from other Water-type Pokemon.

Liquidation is a solid Water Charged Attack choice thanks to its moderately low cost, decent DPE, and 30% Defense debuff chance. Close Combat is an amazing move; it benefits from STAB and has both amazing DPE and low cost, but its harsh self-debuff requires Quaquaval to use it with care. Aerial Ace is Quaquaval's cheapest attack and can viably fit into its moveset, but its DPE is very lacking.

PvP Rating Explanation
Great League: 3 / 5

Quaquaval sports a rather unique moveset with pretty good moves in it. It is generally outclassed by Poliwrath, however, due to the latter's access to STAB Counter and superior bulk. Quaquaval awaits for the eventual release of Hydro Cannon and/or its signature move, Aqua Step, to better set itself apart from Poliwrath.

Quaquaval has a hard time standing out from other Water- and Fighting-type options in the Master League, and isn't exactly amazing at compressing both roles into one either. It can potentially give Kyogre and Dialga issues, which is a valuable combination to beat, but Quaquaval is hardly reliable at this to begin with.
