Seel is a Water Pokémon. It is vulnerable to Grass and Electric moves. Seel's strongest moveset is Lick & Aqua Tail and it has a Max CP of 971. Seel evolves into Dewgong.

Lick has the advantage of solid overall stats with 3 DPT (Damage per Turn), and 3 EPT (Energy per Turn) and great neutral coverage that is also Super Effective against key Pokemon of the Little Cup meta. Aqua Tail (50 Power/35 Energy) provides very fast moves that can be surprisingly effective. And finally, Icy Wind (60 Power/45 Energy) has outstanding typing synergy with Aqua Tail and can even punish shielding opponents thanks to its -1 Attack debuff.
Ice Shard has stronger stats than Lick, with 3 EPT and 3.33 DPT, allowing for an even spammier moveset. This also provides different coverage that can be just as important depending on what your team needs to counter.
While Water-weak Pokemon aren't extremely common, Water Gun's 3 DPT and 3 EPT is actually stronger than Lick in neutral scenarios thanks to having STAB. The random Pokemon that are actually weak to Fire in the Little Cup also tend to be surprisingly disruptive, so having Water Gun can be very valuable depending on your team comp.
