Dewgong is a Water & Ice Pokémon which evolves from Seel. It is vulnerable to Fighting, Rock, Grass and Electric moves. Dewgong's strongest moveset is Frost Breath & Blizzard and it has a Max CP of 1,985.

Ice Shard is Dewgong's best fast move due to its superior energy gains, however this is a legacy move. Frost Breath and Iron Tail both offer poor energy generation, though the former takes advantage of STAB to provide respectable damage output.
The update to legacy Icy Wind following the December 2019 rebalance makes it mandatory for optimal use of Dewgong, partly due to its lesser energy cost, and partly due to its guaranteed debuff on the opponent. Water Pulse is recommended for extra STAB coverage, though it demands quite a lot of energy for its unimpressive damage.
Using other charge moves like Aurora Beam or Blizzard are direct downgrades due to their lack of utility and higher energy costs. If you don't have the double legacy moveset for Dewgong, maybe consider other Pokemon instead.
Dewgong is a bulky Pokemon featuring an Ice/Water typing and a strong utility moveset. Its optimal performance requires access to two legacy moves, which makes accessibility its primary drawback. Frequent use of Icy Wind can swing matchups towards Dewgong's favor, and can also punish or set up plays involving switching Pokemon. The ubiquitous usage of Steel-type Pokemon and Counter users in the meta makes can make it difficult to use Dewgong effectively, but the utility of Icy Wind should not be underestimated.
Dewgong lacks adequate stats for Ultra League, maxing out at only 1985 CP. While its Ice-type moveset and utility is quite valuable in a meta with very ubiquitous Dragon-types, that's unfortunately the only niche it has going for it.
Dewgong's CP is too low for Master League. Lapras performs much better as an Ice/Water Pokemon.
